内容摘要

How to balance equity and efficiency in poverty alleviation is a worldwide problem. Based on the China’s Targeted Poverty Alleviation (TPA) policy, we examine the relationship between government-driven poverty alleviation and the sustainability of regional economic development. This result implies that anti-poverty policies may not increase the wealth accumulation of the poor enough to offset the loss of economic efficiency caused by redistributive interventions. This loss is represented by a decline in total GDP and population but has no significant effect on GDP per capita. We also find that when the regional poor population is concentrated and accounts for a large proportion of the regional total population, the efficiency of redistribution intervention policies is better. Moreover, fiscal support plays an important role in the sustainability of poverty elimination, and the availability of finance contributes to the economic efficiency of policies.
