This study examines the impact of Paid Sick Leave (PSL) mandates on firms’ information technology (IT) investment decisions. We find that firms significantly increase their IT investments—encompassing both hardware and software—following the implementation of PSL mandates. Mechanism analyses reveal that the effect is more pronounced in industries characterized by higher average wages and greater routine task intensity and in states with lower labor union strength, supporting a Labor-Technology Substitution Mechanism. Additionally, firms with weaker teamwork capabilities exhibit a stronger increase in IT investment, consistent with an Operational Disruption Mechanism. Furthermore, firms whose employees work longer hours face greater compliance pressure and consequently exhibit stronger growth in IT investment, consistent with the Compliance Pressure Mechanism. Our findings suggest that labor regulations intended to protect employees may inadvertently prompt firms to substitute capital for labor, potentially mitigating some intended worker benefits. This research also provides empirical evidence on how firms strategically leverage IT investments to manage increased operational costs and risks arising from policy changes, offering important insights for managers in the context of an increasingly complex global economic environment.
