Although cross-border e-commerce (CBEC) plays an increasingly important role in facilitating the transformation and upgrading of global trade, existing research in international business and regional economics has yet to systematically analyze how CBEC’s institutional environment influences the entry of digital technology firms. This study examines how the establishment of China’s CBEC pilot zones—an institutional innovation designed to promote CBEC development—enhances the entry activity of digital technology enterprises by optimizing the local business environment and institutional supply. Drawing on a novel dataset constructed from the national industrial and commercial registration system and employing a BERT language model to identify digital technology-related firms, we find that CBEC pilot zones significantly stimulate local CBEC development and increase the number of digital technology firm entries. Mechanism analysis indicates that these outcomes are driven by expanded technology demand, strengthened institutional support, and an optimized industry ecosystem. Our findings extend international business theory and offer practical guidance for policymakers seeking to optimize institutional provisions to foster regional digital economic growth.
