南开大学金融学院举办第三十二期“正午阳光•金融学术思享汇”

(通讯员 叶军)2017年4月19日上午,在南开大学金融学院第三十二期“正午阳光Ÿ•金融学术思享汇”上,南开大学副校长佟家栋教授,为在座的数百名师生,带来了一场题为“全球化的调整与逆全球化的担心”的学术报告。

 

佟家栋教授首先回顾了全球化的发整历程,并梳理了全球化中断的原因。他认为,从工业革命开始,世界经济经历了两次明显的全球化过程以及相应的中断。第一次全球化始于工业革命,中断于第一次世界大战。第一波经济全球化的中断,产生于经济发展速度与市场划分不相适应,战争从而成为了追求全球市场的各国之间利益争夺的工具。这一次中断的主要后果就是“以邻为壑”的贸易保护政策,更加严重的分隔和限制了市场,也加重了经济危机的表现形式。在二战结束后,随着世界各国对全球化对经济稳定增长的积极作用的重新认识,第二次全球化浪潮开始席卷,直到2008年金融危机的爆发才停滞至今。佟家栋教授认为,第二波经济全球化的中断,产生于要素全球化步伐的非同步性。经济全球化的重要后果,就是要素收入的重新分配,尤其表现为资本要素和劳动力要素收入差距的增大。劳动力要素的所有者为了维护自身利益,在全球范围内形成了强烈的反全球化的力量。他在报告中认为,对世界经济稳定和恢复的渴望,以及逆全球化可能带来的经济危机乃至战争的后果的担心,都决定了世界不能走入逆全球化的路径。他进一步提出,全球化中断的出路,还是要建立在贸易和投资利益双赢基础上的合作发展,特别是以双边合作和有限多边化的形式推动。一国利益可以通过肯定信号的威胁,而不是真正的贸易战,来获取自身利益最大化。最后,佟家栋强调了经济全球化对新兴工业化国家的重要作用。经济全球化对发展中国家来说,是与它们全部要素的根本利益高度一致的,因此它们要坚定的沿着经济全球化的道路继续走下去。

 

佟家栋教授是国内知名的学者和国际贸易问题专家,给“正午阳光”带来的此次精彩报告,是他对全球化问题长期思考后得出的观点,吸引了金融学院广大师生认真聆听学习。“正午阳光Ÿ金融学术思享汇”是金融学院定期举办的以院内师生参与为主的学术交流平台,师生参与热情高涨,讨论热烈,极大的活跃了我院的学术交流氛围。

 

On 19 April 2017, the thirty-second Brown Bag Seminar is pleased to welcome Professor Tong Jiadong, vice-president of Nankai University, to discuss the recent adjustment of economic globalization.

 

In his lecture, Professor Tong first reviewed the development of economic globalization, and then he offered some possible reasons for the adverse of globalization. Started from the Industrial Revolution, the first tide of globalization was stopped by the First World War.The main result war the beggar-thy-neighbor trade protection policy, which contributed to the market segmentation and the great depression. With the end of World War II, it is well acknowledged that globalization plays a vital role in economic stability and growth. Therefore the second wave of economic globalization began to emerge globally until the arrive of Financial Crisis on 2008. As Professor Tong pointed out, during this globalization, the income rise of labor elementis out of synch with that of capital element, which is the principal cause of the recent reverse of globalization. To safeguard their own interests, the owner of labor element, who is also political voters, formed strong worldwide anti-globalization forces to block globalization process. However, Professor Tong argued that the reverse of globalization is unsustainable, because the consequences of anti-globalization,such as economic crisis or even war, are not affordable for all countries.Professor Tong thinks the fundamental way out for globalization lies in win-win cooperation, especially in the form of bilateral or limited multilateral cooperation.Trade war is avoidable, and a country can maximize its interests by creditable threats. Finally, Tong emphasized the importance of globalization for developing countries like China.      

 

Professor Tong is a renowned scholar and an expert on international trade issues. His lecture shed light on the future of globalization, which attracts more than two hundred attenders including leaders from School of Finance.The brown bag seminar is a regular session organized by the School of Finance, which is offered to update the researching community about ongoing research for researchers and students.We highly appreciate Professor Tong’s support for this seminar and for the School of Finance as well.
